China's Strategic Export Controls on Heavy Rare Earths: China has placed export controls on seven specific rare earth elements - focusing on those that are truly rare and where they maintain a near-monopoly. These are primarily heavy rare earths like dysprosium and terbium, which are critical for enhancing the performance of high-powered magnets. These elements are also considered "dual-use" materials as they have both civilian and military applications.

Highly Concentrated Supply Chain: The rare earth market is extraordinarily concentrated, with just five mines producing approximately 85% of the global rare earth supply. However, these mines primarily produce light rare earths (lanthanum, cerium, neodymium, praseodymium), while the heavy rare earths come from different sources, mainly ionic clay deposits in China and Southeast Asia.

Challenging Extraction Methods for Heavy Rare Earths: Heavy rare earths are predominantly sourced from ionic clay deposits, often using environmentally questionable methods like in-situ leaching. This process involves injecting acids into mountains containing ionic clay deposits and collecting the leachate at the bottom. China's dominance in heavy rare earths stems partly from their historical tolerance of these environmentally damaging extraction methods.

Western Supply Chain Challenges: Building a Western rare earth supply chain faces three major obstacles: securing feedstock, developing separation know-how, and creating downstream demand. The West is trying to build its supply chain backward (upstream to downstream), which is inefficient. Companies often struggle to find buyers outside of China for their products, making the economics challenging.

Evaluating Rare Earth Mining Projects: When analyzing potential rare earth investments, important factors include: ore grade (with 5-6% TREO being a benchmark for economic viability), mineralogy (with monazite and bastnäsite being the preferred minerals), deposit size, and proximity to infrastructure. Many promotional rare earth projects have low grades (under 1-2%) or contain minerals that are difficult to process economically.

The Economics of Rare Earth Mining: The global rare earth market is relatively small (around $6 billion annually compared to copper's $250 billion), limiting investment opportunities. Only three new mines have come online in the last 20 years. However, successful rare earth miners can achieve high valuations relative to their cash flows, with companies like MP Materials and Lynas reaching $5-6 billion market caps despite challenging economics.

Recycling as an Alternative Source: Recycling offers a potential short-term solution for increasing Western rare earth supply. The technology is relatively straightforward, but the challenge lies in efficiently collecting the materials. The best recycling opportunities come from large magnets in wind turbines and electric vehicles rather than small electronics, which contain minimal amounts of rare earths.

Promising Investment Opportunities: Brazilian Rare Earths stands out as an interesting investment opportunity due to its exceptionally high grade (15% TREO compared to Mountain Pass's 6%). While the deposit contains a less common mineral (jeffersonite) that may be more complex to process, the high grade potentially enables economic concentration. Energy Fuels is another interesting company with a smart approach of sourcing monazite as a byproduct from heavy mineral sands operations.

Path Forward for Western Independence: To develop a Western rare earth supply chain, the most effective approach would be to subsidize magnet production and incentivize industries that use these magnets to locate nearby. Building downstream demand first would naturally pull the rest of the supply chain into place, rather than focusing solely on mining operations.
